Khurram Khwaja Takes the Helm of Linebarger’s Homestead Exemption Analysis Division

March 23, 2026

Linebarger is pleased to announce the appointment of Khurram Khwaja as Director of Analytics & Discovery for the Homestead Exemption Analysis (HEA) division. In his new role, Mr. Khwaja will oversee the firm’s program that identifies erroneous homestead exemptions and uncovers tax underpayments for our public sector clients.

Since its inception in 2012, Linebarger’s HEA program has identified and returned approximately $4.5 billion in property value to local tax rolls due to mistaken homestead exemptions. Linebarger is committed to helping local governments nationwide maintain the most accurate tax rolls in order to ensure revenue is collected fairly across their communities.

Mr. Khwaja has extensive experience in the information technology field, serving Linebarger for 25 years as a technology specialist, rising to network administrator for the Houston office. Khwaja has experience in data analysis, leading reporting services for multiple departments in the firm’s largest office.

Seeking new challenges, Mr. Khwaja received his Juris Doctor in May 2024 and became a member of the State Bar of Texas, becoming an attorney in the firm’s Houston office in 2025.

“Khurram brings a unique and valuable perspective to this role, which will strengthen our HEA program,” says Clif Douglass, Managing Partner of Linebarger’s San Antonio office. “The fact that Khurram deeply understands both the legal and technology side of our services makes him a powerful asset to the firm and our clients.”

Mr. Khwaja earned his Bachelor’s degree in Computer Science from the University of Houston and a Juris Doctor from Mitchell Hamline School of Law. He was admitted to the Texas Bar in 2025.
