Ashly Atkins

Ashly Atkins joined Linebarger in 2016 and is a partner working from our Dallas office.

She has been a practicing attorney since 2010, providing legal services in the areas of ad valorem tax issues, advising and representing clients in the collection of property tax receivables, and performing research in the areas of taxation, real estate, and contract law.

Ms. Atkins is an active member of her community, actively volunteering with the local food pantry and animal shelter in Oak Cliff, Texas as well as serving for multiple years as a past board member for the Richardson ISD Education Foundation.

Ms. Atkins was admitted to the Texas Bar in 2009 and is admitted to practice in the State of Texas and the U.S. District Court, Northern District of Texas.

She received her Bachelor of Arts in Government from University of Texas, Austin, and her Doctor of Jurisprudence from Texas A&M University School of Law in Fort Worth, Texas.

Diane Sanders

Partner Diane Sanders oversees all aspects of bankruptcy issues as the managing attorney for bankruptcy in the Austin office.

While in law school, Ms. Sanders worked as a law clerk in the United States Attorney’s office (having been the first law clerk ever hired by that office) and upon graduation from law school, became the first hired law clerk for the Honorable Bill H. Brister, U.S. Bankruptcy Court, Northern District of Texas. Ms. Sanders was admitted to the State Bar of Texas in 1981. She is admitted to practice in all Federal Districts of Texas, including the U.S. Courts of Appeals: Fifth District.

Following her clerkship, Diane worked for a large law firm in Corpus Christi, becoming the first female shareholder after three years. Ms. Sanders joined Linebarger in 2004 and now provides vital expertise regarding all bankruptcy cases filed in certain divisions of the Southern and Western Districts of Texas.

Ms. Sanders received a Bachelor of Arts in Political Science from Southwest Texas State University and earned her Doctor of Jurisprudence from Texas Tech University School of Law in 1981.

Monica Solis

Partner Monica Solis works in our Brownsville office managing property tax collection programs for multiple taxing jurisdictions and serving as primary liaison to our clients on contractual matters.

Before joining Linebarger in 2008, Ms. Solis worked as an Assistant District Attorney in Cameron County. She was admitted to the State Bar of Texas in 2007.

Born and raised in Texas, Monica supports her local community through her role as a board member for the San Benito Boys and Girls Club and as a member of the Cameron County Bar Association.

Ms. Solis received a Bachelor of Science in Criminal Justice from the University of Texas-Brownsville in 2000. She continued her education at Texas Southern University’s Thurgood Marshall School of Law in Houston and earned her Juris Doctor in 2007.

Eleanore G. Hargreaves

Eleanore Hargreaves manages daily operations, implements collection strategies and maintains regular communications with clients served by our Boston office.

Prior to joining Linebarger, Ms. Hargreaves was a managing attorney with the law firm of Zwicker & Associates, P.C., where she was responsible for oversight of the Maine, Massachusetts, New Hampshire, and Vermont litigation departments, representing several of the nation’s largest banks. As managing attorney, she oversaw all aspects of the litigation department, from personnel management to litigation strategies and collection dispute negotiations.

Ms. Hargreaves is an active member of the Boston and surrounding communities.

Ms. Hargreaves is licensed to practice law in Maine, Massachusetts, New Hampshire, North Carolina, Rhode Island, and Vermont and is a member of the Massachusetts and Rhode Island Bar Associations. She is also admitted to practice before the United States District Court for Commonwealth of Massachusetts and the United States District Court for the State of New Hampshire.

Ms. Hargreaves received her Bachelor of Science in Biology from the University of North Carolina at Chapel Hill in 1997 and her Juris Doctor cum laude from Suffolk University Law School in 2004.

Danielle Nettles

Partner Danielle Nettles has extensive experience in providing our Jefferson County clients with the collection of their delinquent accounts,

Before joining Linebarger’s Beaumont office in 2016, Ms. Nettles served as an Assistant District Attorney in Orange County, Texas and in the Harris County District Attorney’s Office, the largest District Attorney’s office in Texas. She also served as an academic instructor at the Thurgood Marshall School of Law, preparing law students for the Texas Bar Exam.

Ms. Nettles is licensed to practice in the State of Texas and State of North Dakota. She is admitted to practice in the U.S. District Court (Southern District of Texas). She maintains several memberships in her community including Jefferson County Bar and Young Lawyers Association, Orange County Bar Association, and Alpha Kappa Alpha Sorority, Inc. She is a proud member of the Beaumont Chamber of Commerce Class of 2018 Leadership Beaumont Program. She has served on the Diocese of Beaumont Bishop’s Faith Appeal and now serves on her parish’s Appeal for Catholic Ministries.

Ms. Nettles received her Bachelor of Arts in Criminal Justice from Clark Atlanta University, summa cum laude, in 2005. Ms. Nettles graduated from Thurgood Marshall School of Law at Texas Southern University, magna cum laude, in 2010.

Rashay Chapa

Rashay Chapa has been providing legal support for all phases of delinquent tax collection from our Austin office since 2001.

Ms. Chapa has participated in many state and local seminars on property taxation and taught courses in Legal Terminology and Understanding the Legal System.

As a native Texan, Rashay prioritizes being an active participant in her community. As a scuba diver, she participates in Lake Travis clean-up efforts, removing trash and discarded items. She is also a member and volunteer of the Lago Vista High School Booster Club.

Ms. Chapa is licensed to practice in the State of Texas and is a member of the State Bar of Texas, the Austin Bar Association, and Texas Association of Assessing Officers.

Rashay received her Bachelor of Arts in Psychology from the University of Texas – Austin in 1991. She went on to earn her Juris Doctorate from St. Mary’s University School of Law in 1994.

Carrie Pickering

Partner Carrie Pickering shares her extensive experience in delinquent tax collection from our Austin office.

Ms. Pickering first joined Linebarger as an Area Manager, coordinating and conducting day-to-day collection efforts and working closely with clients to ensure the highest quality service. She transitioned to the practice of law in 2018, overseeing all phases of delinquent tax collection in Blanco, Llano, San Saba, and Mills, Coleman, and Erath counties as well as developing and fostering relationships with clients and local officials.

She is a current member of the State Bar of Texas and the Highland Lakes Bar Association. Born and raised in Texas, Ms. Pickering is passionate about supporting her community. She regularly volunteers with local animal shelters, participates in University of Texas Exes-Highland Lakes Chapter charity events, and is a supporter of CASA (Court Appointed Special Advocates) in the Highland Lakes area.

She received her Bachelor of Science in Radio-Television-Film from the University of Texas-Austin in 1985. She earned her Juris Doctorate from South Texas College of Law-Houston in 1991.

Sam Turner

Partner Sam Turner serves fees and fines and delinquent tax clients in Central Texas, West Texas, and the Panhandle from our Austin office. His responsibilities include managing delinquent tax litigation, coordinating trial dockets, facilitating mailing schedules, responding to client needs, and supervising the successful implementation of collection programs in a multi-county area.

Sam supports his community in a variety of ways, including serving as a past board member of the Hays CISD Education Foundation, as a Hays Band Booster, and as past high adventure leader for Boy Scout Troop 218.

Mr. Turner received a Bachelor of Arts in History and Latin American Studies from the University of Texas in 1994. After earning a Juris Doctor in 1996 from Texas Tech University School of Law, Sam was an Assistant District Attorney in Andrews County. He later came to Austin and worked as a prosecutor for the City Attorney’s Office before entering private practice in 2000. In addition to his private practice, Mr. Turner maintained a fee office for a title company, a federal tax practice, and ran his own construction company before joining Linebarger in October 2017.

Pete Slover

Pete Slover leads the firm’s government relations strategy, cultivating relationships with key lawmakers and stakeholders, and advocating for the firm’s interests in the ever-evolving legislative landscape.

Slover, a seasoned professional with extensive experience in both the public and private sectors, has a remarkable track record in state and local tax, investigative and government journalism, and legal practice.

Pete joined Linebarger’s Homestead Exemption Analysis team as the Director of Analytics and Discovery in 2017. His state and local tax expertise and ability to craft robust data solutions assure that our Homestead Exemption Audit group delivers exemplary service to our clientele.

Peter’s professional experience spans the public and private sectors. He managed a private legal practice, focusing on state and local tax and data-related matters. He also worked as the Director of Tax Analytics for Verus Financial, LCC, a firm supporting state revenue agencies with data-driven assistance to identify, audit, and collect money owed to states.

As a former Special Counsel and Director of Criminal Investigations for the Texas Comptroller, he led the development of legislation and technology for data-driven identification of state sales tax underpayments.

Mr. Slover’s work for international clients and his experience with tax matters led to his appointment in 2015 as Honorary Consul for the Grand Duchy of Luxembourg in Texas. He strives to expand cultural and business ties between the Lone Star State and Luxembourg, a tiny country that is a European powerhouse in banking, e-commerce, and logistics.

Mr. Slover earned his Bachelor’s degree in Journalism from Southern Methodist University in Dallas in 1982 and his Juris Doctorate from the University of Texas Law School in Austin in 1986. After gaining admission to the Texas Bar that year, Mr. Slover worked for two decades as an award-winning investigative reporter, chiefly for The Dallas Morning News. His reporting required extensive use of public data. In 2012, the University of Texas School of Journalism recruited him to create and teach an upper-level course in data-driven journalism.

Elizabeth Paul

Partner Elizabeth Paul practices in the areas of compliance and post-judgment collections and is based in the firm’s Austin office.

She is licensed to practice law in Colorado, Iowa, Kansas, Oklahoma, Oregon, Texas, and West Virginia. Ms. Paul is a member of the Oregon State Bar, State Bar of Texas, West Virginia State Bar, Austin Bar Association, and the Oklahoma Bar Association.

Prior to joining Linebarger, Ms. Paul served as a judicial clerk to the Honorable Alia Moses, United States District Judge for the Western District of Texas, and later practiced banking litigation at a boutique law firm.

Ms. Paul received her undergraduate degree from Texas A&M University and her master’s degree from the University of Texas at San Antonio. She graduated from St. Mary’s University School of Law in 2009 where she was a member of Phi Delta Phi and the Women’s Law Association.
