Trevor Balderrama

As Chief Administrative Officer, Trevor Balderrama currently oversees all aspects of fees and fines operations and the computer systems that support them.

Mr. Balderrama brings many years of experience in information technology and project management, including eight years of governmental experience serving as a Management Analyst and Senior Management Analyst for the City of San Antonio and as a Management Analyst for Bexar County. His understanding of how technology interfaces with collections and legal practices to produce results for Linebarger’s clients makes him the ideal person to lead this division of the firm. He joined Linebarger in 2004 and served as a client liaison to facilitate contract implementations.

He received a Bachelor of Arts degree in 1997 from The University of Texas at San Antonio (UTSA) and completed graduate coursework in the Master of Public Administration program at UTSA. Mr. Balderrama is an Agile-Certified Scrum Master and certified by the Office of Court Administrators’ Collection Improvement Program.

Adrian Garza

As president of Appraisal & Collection Technologies, LLC (ACT), Adrian Garza manages the firm’s commercial software division. He manages disaster recovery, business continuity plans, and coordinating departments to provide clients with ongoing support.

Mr. Garza graduated from the University of Texas at San Antonio and joined Linebarger in 2003, where he managed and supported all aspects of the ACT systems, including software developers, testers, and client support technicians.

Richard Haass, CISM, CISA

As the Chief Operating Officer for Linebarger, Richard Haass is responsible for improving the law firm’s effectiveness, managing the firm’s growth, and implementing the directives and goals of Linebarger’s Management Committee. Mr. Haass works with each office to improve operations. He also oversees all central firm operations, from human resources to accounting marketing, and the firm’s subsidiaries, including the Information Technology Group (ITG), which processes the data for all firm clients and provides communications, IT support, and network infrastructure for all the firm’s offices.

Mr. Haass served as the chief technology officer for the firm from 2000 to March 2016, responsible for all aspects of the firm’s communications and data processing infrastructure before assuming the position of chief operating officer. He began his career in 1990 at Linebarger as an area manager in the Corpus Christi office, moving up to office manager two years later. He joined the Houston office as director of operations in 1995, managing all aspects of the firm’s largest office before relocating to San Antonio to lead significant innovations in the firm’s technology infrastructure.

Mr. Haass earned his Bachelor of Business Administration from Texas A&I University, Kingsville, Texas in 1990. He is a member of the Information Systems Audit & Control Association (ISACA) and is also part of the local San Antonio/South Texas Chapter.

LeWayne Ballard, MBA, PMP, CISM, CISSP

LeWayne Ballard ensures that all firm technology operations and network communications occur in a fully secure and reliable environment. Mr. Ballard is responsible for establishing policies and overseeing end-user connectivity to ensure that the firm’s strict protocols are maintained for the law firm’s required security certifications. He also makes sure new technical initiatives comply with organizational security requirements.

Mr. Ballard is pursuing his Ph.D. in organizational leadership from the University of the Incarnate Word in San Antonio. He received bachelor’s and MBA degrees in Computer Information Systems, with concentrations in Information Security & Assurance, from Texas A&M University at San Antonio, graduating summa cum laude.

He holds several certifications: Information Systems Security Professional (CISSP), Information Security Manager (CISM), Information Systems Auditor (CISA), Data Privacy Solutions Engineer (CDPSE), and Project Manager (PMP). Mr. Ballard also participates in Infragard, the FBI branch tied to the public sector. This group has access to FBI-level security information not yet public, such as security threats and trends in the security tech and physical environment.

He volunteers with Meals on Wheels, Wreaths Across America, Adopt-A-Family, and the South Texas Blood & Tissue Center.

Kelly Burnette

Kelly Burnette joined Linebarger in 2001 and has since focused exclusively on providing debt collection services to public sector clients in Florida.

He has been a practicing attorney since 1993, providing legal services in the areas of delinquent debt collections, construction law, non-criminal and misdemeanor traffic offenses, estate planning, probate, real property litigation, real property closings, zoning/variance applications and hearings, and representation of landowners in eminent domain/condemnation actions.

Mr. Burnette is a lifelong resident of Florida and an active member of the Northeast Florida community.

Mr. Burnette was admitted to the Florida Bar in 1993 and is admitted to practice before the U.S. District Court, Middle District of Florida. 

He received his Bachelor of Science in Business Administration from Liberty University in Lynchburg, Virginia, and his Doctor of Jurisprudence from Stetson University in 1991 where he was both a member of the Stetson Law Review and the Phi Delta Phi Fraternity. Mr. Burnette achieved his L.L.M. in Taxation in 1993 from the University of Miami.

Pete Slover

Pete Slover leads the firm’s government relations strategy, cultivating relationships with key lawmakers and stakeholders, and advocating for the firm’s interests in the ever-evolving legislative landscape.

Slover, a seasoned professional with extensive experience in both the public and private sectors, has a remarkable track record in state and local tax, investigative and government journalism, and legal practice.

Pete joined Linebarger’s Homestead Exemption Analysis team as the Director of Analytics and Discovery in 2017. His state and local tax expertise and ability to craft robust data solutions assure that our Homestead Exemption Audit group delivers exemplary service to our clientele.

Peter’s professional experience spans the public and private sectors. He managed a private legal practice, focusing on state and local tax and data-related matters. He also worked as the Director of Tax Analytics for Verus Financial, LCC, a firm supporting state revenue agencies with data-driven assistance to identify, audit, and collect money owed to states.

As a former Special Counsel and Director of Criminal Investigations for the Texas Comptroller, he led the development of legislation and technology for data-driven identification of state sales tax underpayments.

Mr. Slover’s work for international clients and his experience with tax matters led to his appointment in 2015 as Honorary Consul for the Grand Duchy of Luxembourg in Texas. He strives to expand cultural and business ties between the Lone Star State and Luxembourg, a tiny country that is a European powerhouse in banking, e-commerce, and logistics.

Mr. Slover earned his Bachelor’s degree in Journalism from Southern Methodist University in Dallas in 1982 and his Juris Doctorate from the University of Texas Law School in Austin in 1986. After gaining admission to the Texas Bar that year, Mr. Slover worked for two decades as an award-winning investigative reporter, chiefly for The Dallas Morning News. His reporting required extensive use of public data. In 2012, the University of Texas School of Journalism recruited him to create and teach an upper-level course in data-driven journalism.
