Mark S. Harris

Mark Harris currently serves as Managing Partner in Linebarger’s Philadelphia law office, overseeing a team of attorneys and providing support for the clients served by the firm’s local office. Mr. Harris also serves on the firm’s National Marketing Committee, pursuing new business opportunities for the firm.

Before joining the firm, Mr. Harris practiced Title VII, labor and employment discrimination, family and juvenile law, breach of contract, intellectual property, and both corporate and consumer collections law in the federal and private sectors.

Mr. Harris is a 2015 graduate Fellow of the Leadership Dallas Independent School District program, a non-profit organization dedicated to developing leaders and agents of change to impact DISD’s educational programs. Mr. Harris has been a recurring speaker and panelist on taxation and collections issues, discussing issues of interest and impact to the firm’s clients in the industry. He is an active member of the State Bar Association of Maryland, serving in the State and Local Government and Delivery of Legal Services. He was a long-time volunteer for the Dallas Volunteer Attorney Program and is a member of Phi Alpha Delta Law Fraternity and the Alpha Phi Alpha Fraternity, Incorporated. Mr. Harris also sits on the boards of the North Broad Renaissance in Philadelphia, PA; Tel International in Dallas, TX; and the Alumni Board of Thurgood Marshall School of Law at Texas Southern University, Houston, TX.

Mr. Harris is admitted to practice law in Georgia, Maryland, Pennsylvania, Texas, and the District of Columbia. Mr. Harris obtained his Bachelor of Science degree from Xavier University of Louisiana and his Juris Doctor from Thurgood Marshall School of Law at Texas Southern University.

Clif Douglass

Clif Douglass manages Linebarger’s San Antonio law office and serves on the firm’s Management Committee.

Mr. Douglass served as Senior Vice President and General Counsel for the First State Savings Association from 1983 to 1987. He has been with Linebarger since. Mr. Douglass received an “AV” rating from the Martindale-Hubbell Legal Directory, the highest rating an attorney can achieve.

Mr. Douglass serves or has served as a director or an advisory director for numerous civic and charitable organizations in San Antonio, including the American Cancer Society, Big Brothers-Big Sisters, the Santa Rosa Children’s Hospital, and the Witte Museum.

Mr. Douglass was admitted to the Texas Bar in 1983. He is licensed to practice in all Texas courts and the United States District Court, Western District of Texas. He is a member of the State Bar of Texas and the San Antonio Bar Association. He received his Bachelor of Arts from the University of Texas at Austin in 1979 and his Juris Doctor from St. Mary’s University School of Law in 1982.

Jim Lambeth

Jim Lambeth manages Linebarger’s Tyler and Northeast Texas offices. In this role, he oversees law firm operations and ensures strong relationships with clients from the Corsicana, Kaufman, Longview, Lufkin, Paris, Rockwall, Waxahachie, Waco, and Tyler law offices. He also oversees the firm’s Property Value Study Appeals Division that represents over 180 Texas school districts. The firm’s PVS division challenges the state Comptroller’s School District Property Value Study findings through administrative and district court appeals and these actions result in tens of millions of dollars in aid gain for the firm’s school district clients each year.

Mr. Lambeth has deep ties to East Texas, serving as an Assistant District Attorney in Smith County. He serves as the Northeast Texas Joint TAAO/TAAD Chapter Treasurer and teaches TDLR Certified Property Tax Professional continuing education classes and required courses including ethics, case law, and legislative updates. Mr. Lambeth serves his local community as a member of the Smith County Peace Officers Association and as an Advisory Board member during the inception of the Tyler Junior College Law Enforcement Academy. Mr. Lambeth has held leadership positions on various boards and committees, including the Tyler Economic Development Council, and previously served as Chairman of the Tyler Area Chamber of Commerce. He has volunteered with the Tyler Literacy Council, CASA program of Smith, Van Zandt, and Wood Counties. Additionally, he is a former Lay Leader and Trustee of Lanes Chapel United Methodist Church.  

Mr. Lambeth earned his Juris Doctorate from Texas Tech University School of Law in 1995 and was honored with the prestigious American Jurisprudence Award in Constitutional Studies. 

Corey Fickes

Corey Fickes oversees the operation of the firm’s Fort Worth office as Managing Partner, leading collection contracts for multiple municipal and justice courts, as well as delinquent ad valorem tax clients.

He has extensive experience in municipal law, including delinquent tax collection, municipal defense litigation, and municipal court prosecution.

Mr. Fickes is a member of several professional organizations, including the Tarrant County Bar Association, Northeast Leadership Forum, Hurst Euless Bedford ISD Education Foundation, Northeast Tarrant Chamber of Commerce Board of Directors, Texas Aggie Bar, and Fort Worth/Tarrant County Texas A & M Club. He teaches courses for the North Texas Chapter of Municipal Court Clerks, Government Finance Officers Association of Texas, and North Texas Chapter of the Texas Association of Assessing Officers, among others. He has also served on the Fort Worth Appeals Board, the Keller ISD Education Foundation Board of Directors, and the United Way of Tarrant County Board, where he held leadership roles.

Mr. Fickes is licensed by the Supreme Court of Texas, the State of Alaska, and the United States District Court for the Northern and Eastern Districts of Texas. Mr. Fickes earned his Doctor of Jurisprudence from Texas Tech School of Law.

Norman J. Nelson

Norman Nelson is the managing partner of the firm’s Houston office and a member of Linebarger’s Management Committee.

Before joining Linebarger, he was an Assistant City Attorney with the City of Houston Legal Department. He is also a retired Air Force Reserve officer.

Mr. Nelson is a member of the American Bar Association, the State Bar of Texas, the Houston Bar Association, and a lifetime member of the Omega Psi Phi Fraternity, Inc.

Mr. Nelson is admitted to practice before the 5th Circuit Court of Appeals and the Southern District of Texas. He is a graduate of Tuskegee University, where he received a Bachelor of Science in Business Management in 1973 and was then commissioned as an officer in the United States Air Force. In 1975, while still on active duty in the Air Force, he received a Master of Science in Public Administration from the University of Northern Colorado. Mr. Nelson earned his Doctor of Jurisprudence in 1984 from the Thurgood Marshall Law School at Texas Southern University and has been licensed to practice law since November 1984.

Scott A. McGlasson

As managing partner of the firm’s Dublin, Ohio and Harrisburg, Pennsylvania offices, Scott McGlasson manages the firm’s national delinquent state-level court and tax collection operations, as well as numerous fees and fines clients throughout the country.

His collection experience began in 1986 with General Motors Acceptance Corporation and expanded into his legal practice upon earning a law degree. As a solo practitioner for several years, Mr. McGlasson handled every aspect of the collection, client, and customer service process.

Mr. McGlasson has served as the law firm’s national marketing director and remains actively involved in marketing efforts and expansion of the law firm’s national footprint. He serves on the firm’s Litigation and Legal Standards committee and is a member of the ACA International Member Attorney Program.

Mr. McGlasson is admitted to practice in Arkansas, Colorado, Iowa, Kansas, Kentucky, Missouri, Ohio, Oklahoma, Pennsylvania, and Texas.

He received his Bachelor of Science from Emporia State University in Emporia and his Juris Doctor from Washburn University School of Law in Topeka.

Lucy Canales

Lucy Canales oversees five South Texas offices for Linebarger and is a member of the firm’s Management Committee.

Following law school, Ms. Canales gained valuable experience as a one-year judicial law clerk with the Department of Justice’s Executive Office for Immigration Review. She has over three decades of legal expertise specializing in delinquent tax collections.

Ms. Canales holds memberships in various professional organizations, including the State Bar of Texas, the Texas Association of Assessing Officers (TAAO), the Hidalgo County Bar Association, and the Hidalgo County Women’s Bar Association. Her involvement extends to past memberships with Leadership Edinburg, Edinburg Junior League, Hidalgo County Cotillion, and a former board position with the McAllen Association of the Performing Arts. She has also played an active role as a member of the Edinburg Chamber of Commerce Board of Directors and served as the co-chair of Leadership Edinburg from 2012 to 2013. In addition, she contributes as a board member of the St. Mary’s University Law Alumni Board.

Ms. Canales is admitted to practice law in Texas. She earned her Bachelor of Arts in Foreign Service and a Certificate of Achievement in Latin American Studies from Baylor University in 1984. During her time at Baylor, Ms. Canales studied multiple foreign languages, including Russian, Portuguese, and Spanish. Her Juris Doctorate was obtained in 1988 from St. Mary’s University School of Law.

Paul D. Chapa

Paul Chapa manages Linebarger’s Austin and Corpus Christi offices. He also serves on the firm’s Management Committee and chairs the firm’s Marketing committee.

Mr. Chapa worked as an intern for the National College of District Attorneys and interned for the Honorable Leticia Z. Clark, United States Bankruptcy Judge for the Southern District of Texas. He began his career as an Assistant City Attorney for the City of Corpus Christi.

Mr. Chapa is an active member of the American Bar Association, State Bar of Texas, Corpus Christi Bar Association, and Austin Bar Association. He is a member and former Vice President of the Texas Association of Assessing Officers, Coastal Bend Chapter. He served as a commissioner and Vice Chairman on the Nueces County Board of Park Commissioners. He currently serves on the Corpus Christi boards of South Texas Academic Rising Scholars, The Buccaneer Commission, and Driscoll Children’s Hospital. He is the past President of the USS Lexington Museum on the Bay Association and an alumni of Texas Lyceum.

Mr. Chapa is admitted to practice in all Texas courts and the Federal District Court for the Southern District of Texas. He earned his Bachelor of Business Administration in Finance from Texas A&M University in May 1988 and his Doctor of Jurisprudence from the University of Houston Law Center in May 1991.

Bridget Moreno Lopez

Bridget Moreno Lopez is the Managing Partner of the Dallas Office, the firm’s management committee partner over the New York City and Boston offices, and chairs the firm’s Public Affairs Committee. 

Her journey started as a child abuse and family violence prosecutor, for the Dallas County District Attorney’s office, where her Spanish-speaking abilities and humble background enabled her to connect with vulnerable communities, filling a crucial gap in the legal system. She joined Linebarger Goggan Blair & Sampson in 2004,  and managed the litigation division for seven years before being named Managing Partner of Dallas in 2014.

Ms. Lopez is deeply engaged in community projects and philanthropy. She has served on the DFW International Airport Board representing Dallas and secured funding for therapy and treatment of child victims on the Dallas Children’s Advocacy Center Board of Directors. She co-chaired multiple successful events, raising substantial funds for nonprofits and underserved communities. Bridget has received various distinctions for her achievements, including recognition as one of Dallas’ Best Lawyers by D Magazine in 2023 and 2024, a Women in Business honoree by the Dallas Business Journal, an Outstanding Award in Business from the City of Dallas, and was named a rising star by Texas Monthly Magazine. Most recently, she received the “La Luz Award” from the Dallas Hispanic Bar Association for her service and impact to the Hispanic community in Dallas and the “Women of Distinction” honor given by the Girl Scouts of Northeast Texas for creating opportunities for women and girls to lead and succeed. In 2024, Ms. Lopez received the Distinguished Alumni Award from the Texas Tech Law School.

She holds memberships in various legal and community organizations, including the Dallas Bar Association, Dallas Hispanic Bar Association, Hispanic 100, and the Dallas Regional Chamber of Commerce, among others. Ms. Lopez was elected to the esteemed Fellows of the Texas Bar Foundation, an honor bestowed on a select few Texas attorneys annually. Bridget earned her JD and BA in Political Science from Texas Tech University School of Law.
